Uh... TRUE... Trivially, obviously TRUE. Of course implementing a proposal
that's explicitly forbidden is illegal. So is implementing a failed
proposal. Why wouldn't it be?

Actually, e isn't. A side effect I've noticed of my Proxy rewrite:
"When this happens, the player whose proxy is held is considered to have
cast the vote, instead of the proxy-holder."

So Squire's Activity actually went up due to all eir shelve votes.

I don't think I can take any of these and still have free time, if I plan on

Cool. I move to (6,12) and buy a Speeder. I board my Speeder, and move to:
(5,12), (4,13), (3,13), (2,13), (3,14). (in that order).

Then I get out of my speeder and Elbonia-Throw myself at (11,18).
