[Spoon-business] Prop: Speeder Upgrade fixes

The Prez of M-Tek declares M-Tek makes the following prop:

In Rule 1075:

- In the sixth paragraph of subsection B.1, replace "Cargo Bays are Storage Bins" with "Cargo Bays are identical in function to Storage Bins".

- Add to the end of the sixth paragraph of subsection B.1 the sentence, "Unless otherwise specified, any reference in the rules to a speeder's Storage Bin or Cargo Bay applies to whichever one a speeder actually has, if either."

- In the seventh paragraph of subsection B.1, replace "Cargo Bay" with "Storage Bin".

- In subsection B.1, replace the text "Drop an object that is in its Cargo Bay" with "Drop an object that is in its Storage Bin".

[[ This corrects inconsistencies caused by the last change to r1075.  Originally, speeders could have Cargo Bays and Extended Cargo Bays, so that references to "Cargo Bays" covered both.  With the change to Storage Bins and Cargo Bays, references to "Cargo Bays" covered one but not the other.  The first two items in this prop are CYAs for future changes; I'm standardizing on Storage Bins as the base item because that's what one has to start with. ]]
