This is not a complete change.  I plan to address the other issues brought 
up, but it's now way too late for me to finish.

In the Proposal 1249/0, __Races__, replace the last 2 paragraphs with the 
following << and >> delimited text:

Events may make positive or negative changes (shorthand: give + or -) to 
STR, SPD, WIT, or TOL to an object. If such occurs, then while the event 
applies, the object's appropriate attribute is modified by that amount. All 
modifiers stack.

If a carryable object 'gives +/- # ATTR', where # is a number and ATTR is 
STR, SPD, WIT, or TOL, then while that object is in the possession of an 
entity with that attribute, the modifier applies to that entity.  An object 
that has the end of it's name "of +/- # ATTR" gives +/- # ATTR, as 
appropriate.

There exists a Ministry of Statkeeping.

The Minister of Statkeeping has the power and responsibility to do all the 
following:
Make the base (unmodified) and modified STR, SPD, WIT, and TOL of all 
objects that have those attributes available to all players and the 
Administrator.
Recognize changes to STR, SPD, WIT, and TOL of all objects that have those 
attributes.
Make all such attributes that are directly and primarily affected by the 
STR, SPD, WIT, and TOL (such as how far people can run) available to all 
players and the Administrator, in a straightforward, easy to understand 
format.
