[Spoon-business] Official act #2


By the Power Vested in Me by the Rule entitled Glotmorf Rules!, I create the following rule:

{{ _The Overlord_

A. Definitions

A.1. The Overlord

	A single player can be designated as The Overlord.  There can only be one Overlord in the game at a time.  A player who is The Overlord can Abdicate (declare emself not The Overlord, at which point e ceases to be The Overlord) at any time.

A.2. Underlords

	The Overlord can designate a player other than emself as an Underlord.  There can be multiple Underlords in the game at a time.  An Underlord can take any action permitted to an Overlord, though said action only occurs upon either approval of the Overlord or the passage of three ndays without the Overlord forbidding it.  A player who is an Underlord can Resign (declare emself not an Underlord, at which point e ceases to be an Underlord) at any time.

B. Petitioning the Overlord

	Players may submit petitions for changes to rules or the gamestate to the Overlord by posting them to a public forum.  Petitions that have not been ruled on by the Overlord are collected by the Administrator in a Docket, which must be available for public review.  A player can have no more than one petition in the Docket at any given time; if e already has a petition in the Docket, e cannot submit another.

	No more than once per nweek, the Overlord can review the Docket, ruling Yea or Nay on each petition.  If the Overlord rules Yea on a petition, the Administrator applies the changes; if the Overlord rules Nay, the petition is not applied.  Petitions are removed from the Docket once ruled on.

C. Succession

	A player ceases to be the Overlord if e Abdicates or if e leaves the game.  If at any time there is no Overlord, the following steps are performed, in sequence, until a new Overlord is determined:

1. If the previous Overlord designated a player to be eir Successor prior to ceasing to be the Overlord, that player becomes the new Overlord.

2. If one and only one player is an Underlord, that player becomes the new Overlord.

3. If multiple players are Underlords, players each cast a single vote for an Underlord to be the next Overlord in the current nweek's voting period, with the Administrator casting a tiebreaker vote if needed.

4. If there are no Underlords, players and/or the Administrator may, in the next available non-voting period (including the current nweek's), nominate candidates for Overlord, and cast votes in the subsequent voting period, as stated in #3.

	If, after all steps have been performed, there is still no Overlord, the Administrator may, at eir discretion, repeal this rule.  If the Administrator chooses not to repeal the rule, the above steps are repeated in the next nweek.
