Well, 2 ndays left, better get this in:
I make the following proposal:

Remove the last section of Rule 21.

No matter what other proposals currently made, the last section is the one 
that determines the arbitrary exchange rates.  In reality, exchange rates 
are determined by the exchangers; the only reason banks have common rates is 
that there are millions of exchanges, and lots of people trying to see what 
it's really worth.  We only have a few people, and we can trade with each 
other for what we need.  And like someone else said, I don't want BNS to 
just be an extension of points.
