[Spoon-business] M-Tek action

Per Rule 578, the actions listed therein are "not the only actions that societies may take."

As this doesn't specify what ARE the only actions that societies may take, I take this in conjunction with Rule 15 to mean societies can take any action they wish.  Said actions are not limited to those in a society's charter, since the above statement is in subsection C of r578, which takes precedence over subsection B.

It also takes precedence over Rule 11, which says rules may only be modified as stated in the ruleset, thanks to the Administrator's most recent change.

Therefore, M-Tek adds a new rule:

Glotmorf can change any rule e wishes, at any time e wishes.  This rule takes precedence over every other rule.  This rule cannot be changed or repealed except by Glotmorf.  No rule can be added that would conflict with this rule.
