I perform the following ordinance changes:
In Ordinance 3, I replace "Removing" with "Creating a new Ordinance or 
removing"
I create a new Ordinance that says "All your base are belong to us"
I create a new Ordinance that says "If any member votes yes for a proposal 
that at least 3 Acolytes, including the Leader, state to be "Stupid", the 
voting member must give 1 point to each other member before performing any 
other action."
