Mr. A...?  Is nomic.net all safe and stable and well and operational and in possession of a current copy of the g6 database and all?  Cuz if it is I'll update the Insta-Ministry webpage good and proper.

The Insta-Ministry report is that, at this point, all Insta-Rulers are at zero, and there are only four Insta-Rules:

It is illegal to enter or remain in (10,10) without bouncing Elbonia-style
It is illegal to enter or remain in (10,11) without bouncing Elbonia-style
It is illegal to enter or remain in (11,11) without bouncing Elbonia-style
It is illegal to enter or remain in (11,10) without bouncing Elbonia-style

Consequently, the Pig is in Hiding.

I am due, for previous turns, nine points -- the destruction of five insta-rules by the entropy meltdown, and the creation of four insta-rules by the post-meltdown.  This, however, is not an invoice; I'll invoice for those points, plus any earned this nweek, at the end of the nweek.
