There's about a half-dozen measures where Wonko's maybe-theyre-legal,
maybe-not votes make the difference between passage and failure. Anyone
sufficiently inclined may want to start whipping up a boilerplate CFI
where you can just plug in the numbers of the relevant measures and demand
some of that wild West justice for which the Upper House has become so
very famous.

I also decided, on a lark, to accept 404notfound's votes. Rule 15,
paragraph something-or-other, says that players can't vote if they joined
less than 1 nday prior to the start of voting. Technically, 404 joined
*during* voting, which isn't explicitly listed. (If it's good enough for
Wonko, it's good enough for 404. :)
