Sorry for the reference... this will only be funny to those of us who lived 
through the US Presidential Election in 2000, and even then it might make 
someone bitter.

Create a rule entitled __The Hanging Chad__ with the following -0- delimited 
text:

At the beginning of each nweek, the player who had the largest net loss in 
charm from the previous nweek shall recieve the Hanging Chad.  If two 
players are tied in this regard, the Hanging Chad is given to whichever of 
the players has a lower charm.  During voting, the player who has the 
Hanging Chad may change all of any one player's votes on all of eir (the 
person with the Chad) proposals to ABSTAIN.  Any player who does this gains 
the title "Sore Loser," which lasts for one nweek.
