Create the following rule:

__Ambassador Biweekly, Again__

The Ambassador is encouraged to issue to a public forum at the end of
each even nweek a Report containing news of progress in the field of
Foreign Relations. For each such Report issued at the end of an even
nweek, each player may issue a vote ranging from 0 to 20 points. If a
player does not vote, that player is assumed to have voted 10. All
players' votes are averaged to come up with a salary for the Ambassador.
