[Spoon-business] Prop fix

Damn. One syll. words. Ah well, most swear words have one syll., so you all will know just how I feel, it will just be less el. o. quent. Damn Gnomes.
Make this fix to the Bum Cov. prop: change the sent. I put in last night to "Transfer 1/2, rounded down, of the points gained by the passage of this proposal to Orc."
