Replace Rule 625, section A.4. with the following:

If, in compensation for eir services, a Minister receives a quantity of
score points, said quantity may not exceed 20 points per ministry
per nweek.

If the Administrator is also a player, e may not receive any points for
ministries held.

This section takes precedence over all other sections of this rule.

loophole. Even though I've pretty much given up on the notion of ever
being a player in this game, one never knows ... ]]

Append the contents of Rule 940 to Rule 625 as Section C.7., then
repeal Rule 940.

Create the following new section of Rule 625:

C.8. Ministry of Economic Affairs

There exists a Ministry of Economic Affairs. The Minister of Economic
Affairs may also be referred to as "Alan Greenspan".

The Minister of Economic Affairs has the power and responsibility to
handle all business related to The Bank and the B Nomic Stock Exchange.
Eir responsibilities include, but are not limited to, currency exchange
(as defined in Rule 897), and adjusting stock prices at the beginning of
each nweek (as defined in Rule 946).

The Minister of Economic Affairs shall be paid a salary of 75BNS at the
beginning of each nweek, payable from The Bank. If The Bank cannot afford
to pay this salary, the Minister of Economic Affairs shall immediately be
subjected to a Vote of Non-Confidence for eir incompetence.

Stock Scam, since the Bank Minister will have a vested interest in such
things. :) I need a better name than Alan Greenspan, though, as that's a
very American-centric reference. Hell, it's a bit obscure even by
American standards. ]]

Initiate an election for the Ministry of Gremlins.
Initiate an election for the Ministry of Economic Affairs.
