[Spoon-business] Force Ministry

The BNomic Force Ministry is now online at www.geocities.com/bnomic.

It's ugly, and it'll take a long time each time I edit it, but it has all 
the necessary information.

I go On Leave.
I'll try to be back on monday or tuesday, hopefully with an easier to read 
(and easier to edit) version of the site. And hopefully with a lot more free 
time.

P.S. There's one column on my chart that wasn't on the admin's - FUsed. This 
is how much of eir budget each player has used up this nweek. I figured it 
would be more confusing to lower the budget every time an abil was used. 
This should make it easier.
