[Spoon-business] M-Tek Charter Change

The Prez of M-Tek mandates the following addition to the M-Tek Charter:

"In an nweek when M-Tek can legally submit a proposal, but fails to do so before that nweek's voting period begins, 5 points from the Prez's score will be given to each M-Tek Member."
