[Spoon-business] Less Is More: Ministries |
Lessee--- I think I have the bandwidth left for this. Big changes:I left out the part that says that you can only hold one Ministry at any given time.
I made Ministries permanent-- they no longer only last for an nyear if you win an election.
I took out the Chiltern Hundreds thing-- sorry, but it's just silly, and ambiguous to boot.
I put in a stipulation that the Administrator determines what is the jurisdiction of who if there is a conflict.
Billy now has the same salary cap as anyone else. {{ __Less Is More: Ministries__ Replace the entire text of rule 625 with the following -0- delimited text: -0- A. General A.1. DefinitionsThere exist titles defining Ministers of the form "Minister of X", where X is a unique designator. These titles are known as Ministries. A Ministry may only be assigned to a player as expicitly allowed by the rules. Only one player may hold any given Ministry at any given time.
Any proposal that would create a rule that defines a Ministry must also create rules that define the Powers and Responsibilities of that Ministry. These rules may all be conincident.
The Powers of a Ministry is a list of actions. A player that holds a Ministry may perform any of the actions in the Powers of their Ministry as if e were the Administrator.
The Responsibilities of a Ministry is a list of actions that a Minister must perform.
A.2. The AdminThe Administrator may perform all the duties of any Minister if e so chooses. The Administrator may also hold Titles which are also Ministries. This rule supercedes Rule 263 in this regard.
A.3. Public Fora MessagesPublic forum messages that a Minister posts in accordance with eir Ministerial duties are not subject to game objects and events that affect the format of public forum messages. (E.g. the Scarf, the Sushi, Entropy.)
A.4. Speed LimitIf, in compensation for eir services, a Minister receives a quantity of score points, said quantity may not exceed a cumulative total of 20 within a one-nweek period.
A.5. Ministerial ConflictsIn the event of a dispute over the jurisdiction of two Ministers, the Administrator must determine which Minister is responsible for performing a given action.
B. Ministerial Ins and Outs B.1. Ministerial ElectionsIf at any time no player (or The Administrator) holds a Ministry, an Election is called for that Ministry. The Election consists of two phases: a Nomination phase immediately followed by a Voting Phase, each of which are 5 ndays long. The Nomination phase of the Election begins at the first beginning of an nday after the Ministry is not held by any Player or The Administrator.
During the Nomination phase, a player may nominate another player or emself for the Ministry by declaring so in a public forum. After a player has been nominated, a player may second the nomination by declaring so in a public forum. If a nomination is seconded, the player nominated becomes a Candidate for the Ministry. The Administrator is always a Candidate for every Election.
At the end of the Nomination phase, the Administrator shall issue a List of Candidates for the Election containing all the names of the Candidates for the Ministry.
During the Voting phase, players may cast one vote for one name on the List of Candidates for the Election by doing so in a public forum. [[ Public voting only for Ministers ]] The Administrator may also vote for one name of the List of Candidates, however there is no limit to the number of votes The Administrator may make.
At the end of the voting phase, the player (or The Administrator) whose name recieved the most votes is awarded the Ministry. If there is an equal number of votes for one or more names, The Administrator must cast another vote to break the tie, at which point the Ministry is awarded as above.
B.2. Ministerial Non-ConfidenceIf a Minister who is not On Leave fails to perform one of the Responsabilities of eir Ministry within two ndays of the first opportunity that Minister had to perform the action, a player may call for a Vote of Non-Confidence in that Ministry by indicating e is doing so in a public forum.
A Vote of Non-Confidence is an Unauthored Proposal. If a Vote of Non-Confidence passes, the Minister in question is stripped of eir Ministry. [[ Thus an Election will be called. ]]
B.3. Consent of MinistersAny Minister may cease to be a Minister for any reason by stating that they do so in a Public Forum.
Any player nominated for any Ministry may refuse that nomination at any time by announcing that they do so in a public forum.
C. Existing Ministries C.1. Ministry of the Ordinance Survey There exists a Ministry of the Ordinance Survey.The Minister of the Ordinance Survey has the power to recognise any legal action that involves an immediate update of the grid.
The Minister of the Ordinance Survey must keep a publically available record of the grid that is up to date.
Only the Admin is supposed to know where Bonus Boxes are, therefore the Minister of the Ordinance Survey should make it clear when they recognise player moves so that the Admin can harf the effects of Bonus Boxes easily. The Minister of the Ordinance Survey should also make such changes to their record of the Grid that the Admin requests that relate to Bonus Boxes.
At the end of each nweek the Minister of the Ordinance Survey gains a number of points equal to the number of players in the game divided by two.
C.2. The Insta-MinistryThere exists a Ministry of Insta-Rules, also known as the Insta-Ministry. The player holding the title of "Minister of Insta-Rules" may also be referred to as the Insta-Minister.
The Insta-Minister has the power to recognize Insta-Rules.The Insta-Minister must maintain a record of all current and valid Insta-Rules, and the Insta-Ruler value of all players. This record must be maintained in public view (i.e. on a Web page).
The Insta-Minister shall work with other relevant Ministers and the Administrator to ensure all Insta-Rules are valid, and are being properly applied. [[ i.e. if there's a Grid minister, the Insta-Minister should politely point out when the other recognized an illegal action, so that it can be promptly redacted ]]
The Insta-Minister shall be paid a salary of one point for each Insta-Rule legally created or repealed during the nweek, paid at the end of each nweek. After four consecutive nweeks of holding the title of Insta-Minister, the Insta-Minister shall receive a bonus of 1 point of Respect.
C.3. The Ministry of the ForceThere exists a Ministry of The Force. The Minister of the Ministry of the Force automatically receives the Force Attribute "Jedi Lord" in lieu of any other Force Attributes e possesses. There may be only one Jedi Lord at any time.
The Jedi Lord is obliged to maintain a record of all players' Force attributes. The Jedi Lord may disallow an action related to the Force or Force Abilities which is illegal by posting to that effect on a public forum. The Jedi Lord may not use that ability on an action which is legal.
[[ Basically, if a player tries to spend Force Points e doesn't have, the Jedi Lord can tell em where to shove it. ]]
A Player who ceases to be a Jedi Lord for any reason (including, but not limited to, losing a ministerial election) receives the Force Attribute "Jedi Master".

C.4 The Ministry of the WeatherThere exists a Ministry of the Weather. The player holding the title of "Minister of the Weather" may also be referred to as the Weather Man.
The Weather Man has the power and obligation to update the Weather, and may only do so whenever the rules explicitly demand that the Weather be updated.
The Weather Man must also keep track of any changes to the Grid or gamestate as a result of changes in the Weather, and must inform all players as to such.
The Weather Man shall be paid a salary of 2 points whenever the Weather is updated. After four consecutive nweeks of holding the title of Weather Man, the Weather Man shall receive a bonus of 1 point of Respect and shall be given the Style Attribute "Charming, Witty, and Has Cool Hair."
C.5. The Ministry of Foreign Affairs There exists a Ministry of Foreign Affairs.The Minister of Foreign Affairs (known as the Ambassador) is encouraged to make links with other Nomics.
C.6. The Ministry of GremlinsThere exists a Ministry of Gremlins. The Minister of Gremlins may be referred to as Billy [[Hooray for 80's movies!]]. Billy has the responsibility and power to make all random choices having to do with Gremlins [[like moving Curt and Rod, choosing and using the Gremlin number and the nth Gremlin number, etc.]]. Also, Billy has the responsibility and power to determine who is the target/recipient of all Gremlin actions [[like Robin choosing proposals, awarding the Token of Proposals, etc.]]. Billy must also inform the Administrator and other players when any Gremlin becomes Active or goes into Hiding.
Billy may not choose not to recognize any action taken by any Gremlin.Billy recieves points at the end of the nweek equal to the number of the above actions e performed during that nweek.
