I propose a rule

There exists an impassable,immovable object known as the Tower of Babel.
If the Tower of Babel ever does not exist for some reason [[eg. if
destroyed]] the administrator shall create it at a random grid location.

The Tower of Babel is made up of three levels; the are the bottom level,
the middle level, and the top level.  Each of these locations behaves
exactly as a grid location except for differences specified by this
subsection:

The bottom level is considered adjacent to all grid locations adjacent to
the Tower, and to the middle level.  The middle level is adjacent to the
bottom level and the top level.  The top level is adjacent only to the
middle level.

Immovable or objects may never occupy any level of the Tower.  If the
rules ever call for immovable or impassable object to be placed in any
level of the tower it is moved to a random location adjacent to the first
level of the tower, but not the middle level.

The levels of the tower may not be engraved.

Objects may not be thrown at the middle or bottom levels or anything
occupying those locations from a location outside of the tower.  Objects
may not be thrown at a target outside of the tower from the middle or
bottom levels.  If the rules call for a random grid location to be
determined the levels of the tower of babel shall be exempt unless
otherwise specified.  If the rules call for a random adjacent location to
be chosen the levels of the tower are eligible to be chosen if otherwise
qualified.

If a player posessing the Cursed Sushi of Babel occupies a location in the
Tower e is not required to follow the steps provided in rule 213 in order
to post a message to the public forum.  This rule takes precedence over
rule 213 in that regard.  Players occuping a location in the Tower of
Babel are not subject to restrictions on word choice for public forum
posting due to rule 154 section B.6. This rule takes precedence over rule
154 in that regard.
