 Make Wild Card the Minister of the Ordinance Survey.

 In rule 700 change the text:

  The Minister of the Ordinance Survey has the power to recognise any
  action that involves updating the grid.

  The Minister of the Ordinance Survey must keep a record of the grid
  that is up to date.
  
  Only the Admin is supposed to know where Shiny Things and Scary Dark
  Things are, therefore the Minister of the Ordinance Survey should
  make it clear when they recognise player moves so that the Admin can
  harf the effects of Shiny and Scary Things easily. The Minister of
  the Ordinance Survey should also make such changes to their record
  of the Grid that the Admin requests that relate to Shiny and Scary
  Things.
