Sory dave, but I've noticed a couple of problems.
Changes are: new players get 5 chits, Initial handout of chits
modified to make it work properly (otherwise players would get chits
for proposals after this one even though they didn't use chits to make
them).
I revise 860/0 to:
Create a rule:

__Proposal Chits__
Proposal Chits are insubstantial objects (they neither appear on the Grid nor in
Limbo, but may be possessed by players). Players may possess between 0 and 10
(inclusive) Proposal Chits. It is not possible to have a non-integer number of
Proposal Chits.
Any player may announce during the voting period that they wish to buy an
additional Proposal Chit. At the beginning of each nweek any Player with less
than 5 Proposal Chits gains one, and any player who announced that they were
buying another loses a number of points equal to the twelfth Gremlin number.
During the nweek, and Player who had less than 4 Proposal Chits at the beginning
of the nweek may buy as many proposal Chits as they wish, at a cost in points of
the sixth Gremlin number, however the total number of Proposal Chits a Player
buys in an nweek plus the number of Proposal Chits that they had at the beginning
of that nweek cannot exceed 4.
For each proposal active that a player has that had been SHELVED on the previous
Ballot one Proposal Chit purchased as in the above paragraph may be purchased at
half cost.
Societies may also own Proposal Chits, however they may never purchase them.
Players may not voluntarially transfer Proposal Chits to Societies, and Societies
may not transfer Proposal Chits to Players.

At the end of the nweek in which this proposal passed, give to each
Player the smallest non-negative number of Proposal Chits that will
mean that they have at least 4. Then delete the text in this rule
from the first instance of two `[' characters followed by ** until
the first instance of ** followed by two `]' characters.
