No.  A Player takes a risk when e proposes, because there's a penalty if it doesn't pass.  This would eliminate the risk.

No.  Too subjective to be a single player's action.  Better handled as a proposal, perhaps a Disrespect prop.

Shelve.  You neglected to mention the List of Grid Substances, which, BTW, doesn't currently contain Turf.  You also are saying players can't move to squares that contain other players, but, especially with subsection C, players can be Elbonia-thrown into squares with other players.  Also, the cheerleaders you mention have been eliminated.
