[Spoon-business] Tweaks

In my Ministry of Gnomes proposal, make the following changes:

Replace "purchases, squeezing, throws, generation, dropping, merging, and 
destruction of said Gnomes" with "purchases, squeezing, throws, generation, 
merging, and destruction of said Gnomes."

[[Dropping no longer counts for anything, so Sheep Gnomes are now 
generated.]]

Add before the second GARDEN delimiter: "The Minister of Gnomes may not be 
paid multiple times for any one action. Clarification: The merging of two 
Gnomes to create a new Gnome, however, is only one action, not four. The 
only exception to this is that destruction of a Gnome by throwing counts as 
two actions- one throw and one destruction."

[[I hope this also helps clarify that I'm not charging multiple times for 
single actions.]]
