The Voice tries to move on the Grid, but gets bounced by an Insta-Rule.
(I'm assuming the Insta-Ministry's Web page is accurate. If this is not
the case, I'm sure the Insta-Minister will point this out quickly enough.)
The Voice is thus bounced randomly to (11,9). In other words, e doesn't
move at all, but will accrue a half-point of Entropy for the effort. :)
