[Spoon-business] Proposal: Dan makes up for eir lack of forethought

I propose to amend rule 23 to read as follows:

The Administrator shall, at least 48 hours prior to the close of voting
each nweek, distribute to all Players the Ballot for that nweek. The
Ballot shall list all proposals that were issued between the start of the
previous nweek's voting period and the start of the current nweek's voting
period.  Any proposals withdrawn from the previous nweek's ballot by their
authors shall also be included.

During voting, the author of a proposal either on the ballot or that will
be on the ballot when the ballot is issued by the administrator may
withdraw it as an action taken in the public forum.  A proposal withdrawn
in this way shall be removed from the ballot if the ballot has been
issued, or shall not be included on the ballot if the ballot has yet to be
issued.  Any votes already cast on a withdrawn proposal are discarded.  A
withdrawn proposal is not subject to voting or proposal passage/failure
until the following nweek.
