CFI statement:

It is not legal for any player who was in the game as of the enactment of the HOoP to join or to have joined the HOoP; therefore, the HOoP currently has Wonko as its sole member, and only players who join the game after the enactment of the HOoP can join the HOoP.

Analysis:

The proposal that created the HOoP, Proposal 676, had two provisions for players to join.  The first read,

"Every player who voted for the proposal which created this rule is initially a member of the Holy Order of Points."

This was determined to be illegal by another CFI.  The second read,

"New players may join by announcing eir intention to do so on a Public Forum"

which provides a means for "new players" to join, but none for existing players to join.

Therefore, as already noted in CFI 712, there is no legal means for existing players to join.  And thus, none could have joined.
