Thank you for your input, Glotmorf. I would note one thing, though. Rule 631 says what must be in Charter props, it never says that's all that can be in there. In any case, I'll crack this in two and try again.

__Healthy Competition__

Create a charter proposal with the following DINK-delimited text:

__von Skippy Overproduction, Inc.__

There exists a Club, called von Skippy Overproduction, Inc., or vSOI.

Players may join vSOI only by consent of the CEO of vSOI, or by unanimous consent of all non-CEO members of vSOI, so long as there are more than two non-CEO members of vSOI.

Non-CEO members of vSOI may be ousted by the CEO or by the consent of all other non-CEO members of vSOI, or they may resign by posting eir intention to do so in a message to a public forum. The CEO of vSOI may resign as well, in which case the member who has been a member the longest becomes CEO, or e may be Sacked by al non-CEO members posting messages to a Public Forum declaring that they wish to Sack the CEO, in which case the first member to declare eir intention to Sack the CEO shall become CEO. If not all members declare eir intention to Sack the CEO within one nweek of the first player's declaration, the first player to have declared eir intention shall be ousted. A Sacked CEO is no longer a member of vSOI.

The CEO of vSOI may not also be the Prez of M-Tek. In the event of this happening, the CEO of vSOI shall be replaced as though e had resigned, and shall be made a non-CEO member of vSOI.

vSOI may not make proposals.

Baron von Skippy is the first member of vSOI, and the first CEO of vSOI.

Create a new rule with the following SMITH-dlimited text:

__Flooding the Market__

There exists an entity called the Gnome Account. Any player may pay 4 points to the Gnome Account to purchase a random Gnome from the Gnome Account, or 8 points to purchase a specific Gnome. If the purchasing player is a member of vSOI, the amount they need to pay the Gnome Account is halved. No Gnome which may be squeezed to produce any alcohol may be purchased in this manner from the Gnome Account.

At the start of each nweek, the Gnome Account shall give one random Gnome which cannot be squeezed to produce alcohol of any sort to each member of vSOI.

If at any time there are more than 100 points in the Gnome Account, all points shall be taken from the Gnome Account and distributed equally among all members of vSOI, with any remainder points given to the Gremlin Fund.

Is that better for everyone? Er, sorry, Mr. A. I'd be happy to take on some sort of ministerial duties regarding Gnomes, if such a rule were proposed.
