spoon-business: Split Props -> A La Carte Props

The Prez of M-Tek makes this Club Prop:

{{ _Would You Like Fries with That?_

{{ _A La Carte Props_

An A La Carte Prop is a proposal that contains multiple Items which can be voted for separately, if a voting Player chooses, rather than together under a single vote. A single vote cast for the entire A La Carte Prop will cast that vote for all of its Items.

Each Item in an A La Carte Prop must be identified uniquely in the proposal, as "Item <item #>: <text>". If a Player casts votes for Items rather than the entire proposal, the individual votes must be identified as being for the particular Items.

If some, but not all, of an A La Carte Prop's Items pass, they are implemented. If some, but not all, of the Items are Shelved, a proposal is created in the following nweek that belongs to the proposing Player and that contains only the Shelved Items.

If some, but not all, of an A La Carte Prop's Items pass, die rolls are done for both points gained (X) and points lost (Y). With number of Items I, the proposing Player receives (X * (<# of passed items>/I)) points and loses (Y * (<# of failed items>/I)) points. The change in Charm is ((<# of passed items>/I) - (<# of failed items>/I)), rounded to the nearest integer. The change in Entropy is (<# of passed items>/I).

Items can declare they are contingent on the passage of smaller-numbered Items. Items are processed in the order of their Item number.
