spoon-business: Revise proposal 674

I revise proposal 674 by:
a) changing the title to __Ministry of the Survey for Ordinance__
[[Since the Ordinance Survey was originally the group who did Surveys
  for the benefits of Big Guns (i.e. change `of' to `for')]]
b) adding a paragraph before the last one with the following text:

 Only the Admin is supposed to know why Shiny Things and Scary Dark
 Things are, therefore the Minister of the Ordinance Survey should
 make it clear when they recognise player moves so that the Admin can
 harf the effects of Shiny and Scary Things easily.  The Minister of
 the Ordinance Survey should also make such changes to their
 record of the Grid that the Admin requests that relate to Shiny and
 Scary Things.
