 Replace the text of rule 404 with the following:

  At any time within 7 ndays following the posting of a Judgement on a
CFI, any player or the Admin may Appeal that Judgement.

 The Upper House is called on to make a Judgement on any CFI that is
appealed, and their verdict is final.  If they produce a different
verdict than the original Judgement is said to have had been
overturned.
