"The Clock stops at the end of each nweek.  The Clock re-starts when the Adm. posts the last rslts. of all votes and acts in that nweek."

[[ No offense, Mr. A...I know it's a lot of work to count votes and plow through 50 emails a day, and it taking a while is probably unavoidable.  But it's coming up on nday 3 and I don't know for certain what's legal for me to propose...]]
