spoon-business: Flipping the Circuit Breaker

I propose a rule:

__Flipping the Circuit Breaker__

Immediately after any Player is awarded a Win, a new Rule is
created with a Chutzpah of 9, with the text:
{{ __No Win For You__

Players may not win.

}}
}}

[[ This gives time for the Nomic to get back into a normal state, at
which time someone may propose to repeal the rule. It's hard to get one
Win; it should be twice as hard to get two. ]]
