spoon-business: Last-Minute Fixes

I amend proposal 313 to replace the words 'Moves again' with the words
'makes an additional Move'.

I amend proposal 314 to append to the third paragraph the sentence 'If a MO
tries to Move into an illegal square which it already tried to move into
once since the last time it came to rest, it fails to Move.'.

The first part stops things from counting sliding as a move, and the second
prevents the Yeti (or anything else) from sliding on the ice and bouncing
back and forth forever.
