Create a new rule:

Rules may have one or more keywords assigned to (or removed from) them via proposals.

A second rules listing will be added to the game state, grouping rules under keywords, then listing them in order by rule number.  As a rule may have more than one keyword, a rule may appear more than once in the listing.  Un-keyworded rules will be listed as "Uncategorized".
