Statement: The phrase "the rules" is not a uniquely identifying
name. Phrases in common usage in the ruleset, such as "the rules", "a
proposal", or "the public forum", are already in usage in a uniquely identifying
manner; players may not choose such phrases as eir player
names.
Analysis: No other entity has this name, but within the context of
linguistic usage in the game, it cannot be regarded as uniquely
identifying. Or, as an alternate way of looking at it, "the rules",
"the current proposals", "the public forum" and other such constructs may
be regarded as de facto game entities, even though they haven't been explicitly
declared as such.
Naming
myself as plaintiff, and as defendant, the player known as uniquely
identifying names when I joined this game.
I change my name to "the rules".
I apologise to the admin for generating additional
overhead, and would give him some points, only he's still not a player (which
fact causes me some degree of accountability-related angst, but never
mind).
