spoon-business: a reiteration of the sushi

Remove the last three sentences from rule 213.
Give possession of the Cursed Sushi of Babel to Bob The Voting Fish so that
the current (at the time of the enactment of this proposal) owner of the
Sushi no longer has it.
Append the following >->>>D delimited text to rule 213:

The Cursed Sushi of Babel may be awarded to players as a reward for
spectacular feats of evil.

After a player has had the Cursed Sushi of Babel for one Nweek it is
transferred to Bob the Voting Fish so that the former owner no longer has
it.
Additionally if a player has possession of the Cursed Sushi of Babel any
other player may, at any time, voluntarily transfer it into eir possession
until the end of the prescribed Nweek, so that the former owner no longer
has it. 
[[This is in case the first player has some important duty that requires
precise wording]]
A proposal that awards The Cursed Sushi of Babel may specify a period of
possession shorter than one Nweek, in this case The Sushi is returned to
Bob The Voting Fish after the specified period of time.
In no case can a player have The Cursed Sushi of Babel for a period longer
than one Nweek, after which it returns in possession of Bob The Voting Fish
and the former owner no longer has it.

sorry for this hack Rob, but this way the sushi actually serves a purpose
(other than sheer amusement of course :)
