{{ _Justice Never Sleeps_ Create a new rule: {{ _Justice Never Sleeps_ Actions pertaining to Calls for Judgment (including, but not limited to, submitting a CFJ, assigning a judge to a CFJ, passing judgment on a CFJ, and maintaining the Misbehaving Judges List) may occur whether the Clock is On or Off. If a CFJ is submitted during an nweek but before the nweek's voting period, the CFJ must be judged on before the voting period begins. If the CFJ has not been judged before the start of the voting period, and the Clock is On, the Clock is turned Off. Once the CFJ is judged, if there are no other CFJs likewise awaiting judgment, the Clock is turned On. If a CFJ is submitted during the voting period of an nweek, the CFJ must be judged on before the resolution of the voted-on proposals and the beginning of the next nweek. If the CFJ has not been judged before then, and the Clock is On, the Clock is turned Off. Once the CFJ is judged, if there are no other CFJs likewise awaiting judgment, the Clock is turned On. }} Rationale: A CFJ, by its very nature, arises when there is a Problem. If there is a Problem, it should be resolved ASAP, rather than after other actions make the easy solutions moot, a paradox arises, or it becomes necessary to retrofit, rescind and other past-altering actions. }}
