spoon-business: Proposal: Now You See Me, Now you don't

I would like to propose the following rule.  (I think this format conforms to 217)

__Now You See Me, Now You Don't__

{{Apend the following paragraph to the end of rule 205.

Any player who is not already On Leave and who's Activity has decreased for two consecutive nweeks shall be placed onto Forced Leave.  In all other respects being on Forced Leave is identical to being On Leave.

[[This way players that have disappeared from the game without telling anyone will be placed onto Leave and won't factor into the game until they choose to return.  Or until rule 206 kicks in and gets rid of them all together.]]
