Proposal 173 is retracted. I haven't worked out how to put rescinded items
in the database yet, so for now it's just a proposal whose text is
"Proposal rescinded" or something. I'll get clever later.

The new "Charmed, I'm sure" is 186/0. I chose to fix the "nottobe" typo
because I'm kind and loving like that.

"Clean-up Kickback Clause" is 187/0.
