spoon-business: Rule change proposal: Apathy Clause

With regards to Wonko's concern, I hereby submit the Apathy Clause proposal:

Amend the text of rule 32, changing

"that have received a majority of affirmative votes"

to

"that have received a majority of affirmative votes out of all votes they received"

Rationale:

If no one votes on a proposal, it doesn't have an affirmative majority. If only one person votes on a proposal, meaning no one else cares if it passes or not, e may as well get eir way. If only one person is left actively playing the game because all others have abandoned it, e can propose emself the winner and see that it happens.

...Which, in a way, is another Monty Python clause...There was this one episode where there was only one person left in a POW camp; even the guards had left it. So he shut the gates and started devising hundreds of ways to escape...
