Proposed new rule: Paper Trail

Every proposal awaiting the current voting period shall be displayed for public review, along with the name of the player that proposed it.

Rationale:

There may well be a time in the future that the passage of a given proposal may give victory to the proposer, whether by points gained or some other legality.  I'd want to know that before I voted someone into a win.
