Technically, we have a paradox, or maybe an ambiguity, right now, because rule 33 states that higher numbered rules take precedence over lower numbered rules, but rule 10 states that it takes precedence over all other rules. The problem is that if 10 take precedence over 33, everything's fine, and if 33 takes precedence over 10, everythings fine, but there's no way to figure out which is the case. This ambiguity doesn't make much difference here, but it could concievably cause problems with other rules in the future. This proposal should fix that.
