spoon-business: P438 revision

I just noticed two problems with the lynching scoring. First, if the lynched player votes for the attempt to lynch and it succeeds, e receives points. So e can lynch emself, but this doesn't make sense.

Second, everyone who votes 'no' receives points if the attempt fails. So someone could just make an attempt to lynch that is almost sure to fail, and then everyone would receive points. To prevent this, the owner of the motion is now always fined if the motion fails, no matter what e voted.

To make the scoring for no-votes more balanced, I also increased the protection award from one to two points.

I revise P438 as follows:

\begin{proposal}
\number{438}

[[typo fixes]]
Remove "= " between the words "may" and "make" in the first sentence.
Replace "50\%" with "50%".

[[secondary motion]]
Replace "Primary Approvable Motion" with "Secondary Approvable Motion".

[[new scoring]]
Replace the last two paragraphs with the following text:

"If the Attempt to Lynch is adopted, the victim owes the fine to the bank. All scoring defined hereafter in this rule does not apply to the victim.

If the Attempt to Lynch is adopted, the bank owes 1/N + 1 Points to each Players who voted for the Attempt to Lynch, and each Player who voted against the Attempt to Lynch owes 5 Points to the bank [[as a punishment for trying to aid and abet a criminal]].

If the Attempt to Lynch fails, its owner owes 5 Points to the bank, all other Player who voted for the Attempt to Lynch owe 5 Points to the bank [[as a punishment for attempting to lynch an innocent]], and the bank owes 2 Points to all other Players who voted against the Attempt to Lynch [[as a reward for protecting an innocent]]."

\end{proposal}
