spoon-business: Political Go revision revision revision

Something has been bothering me about how to pace Political Go. If we
follow traditional Go rules, Players would take turns placing Stones in a
set order. The pace of such a game would be glacial. If we allow players to
place Stones whenever they have Stones to place, then the same player could
place multiple Stones in a row. This could upset the dynamics of the game.
It seems to me that a balance between the two would be to prohibit the same
player from placing Stones consecutively.

So, I rescind the most recent unrecognized version of P362, and replace it
with a revision that inserts the following as the last sentence of the
second paragraph of the Rule text in section 1:

"Each Go player may make no more than one Go move per Game day, and may
never place two Stones consecutively."
