Amend rule 226 by changing the title to "Voting" and the text to:

"To cast a vote, a Player must submit eir vote to the Administrator. Votes which are not known publicly shall not be revealed by the Administrator until voting ends."

This is much simpler, describes both the public and the private voting process, and doesn't prohibit voting in a non-public forum.
