spoon-business: Proposal


Several rules state times to complete a task as "a reasonable amount of 
time" or "as soon as possible" but these are abstract terms and could be 
abused.  Hence, this proposal.

\title{Sack the lazy}

Create a rule entitled, "Sack the lazy" with the following text:

If a Rule contains instructions for an Agent to perform a task within a 
"reasonable amount of time" or similarly constructed time frame, and 
while the Agent does not have the [Away] attribute as specified in Rule 
307/2, the agent has the duration of one nweek to perform the task.  After 
this time has elapsed and the action has not been performed, any Player may 
request a Motion to Sack or Lynch the offending Player.

If a Rule contains instructions for an Agent to perform a task "as soon 
as possible" or similarly known time frame, and while the Agent does not 
have the [Away] attribute set, the agent has the duration of one-half an 
nweek to perform the task.  During this time, e may not create 
Proposals.  After this time has elapsed and the action has not been 
performed, any Player may request a Motion to Sack or Lynch the offending 
Player.

Once the [Away] attribute has been cleared, if it was previously set, the 
time to complete the above actions shall begin.

\title{for Sacking}

Create a rule entitled "for Sacking" with the text:

A Motion to Sack is a Unilateral Motion submitted by any one Player, 
known as the Sacker, that names the offending Player, known as the 
Sackee, the broken Rule or crime committed and the Penalty.  Only one 
Motion to Sack may be submitted to a Player per broken Rule or crime. The 
Penalty may include the forced transfer of Objects, Points or Items from 
the Sackee to the Sacker with a total purchased value of no more than 
30% the Sackee's Points or 3 Objects/Items, whichever has a greater 
value. The Sacker can choose the Penalty based on these guides.

If the Sackee has the [Away] attribute set, this Rule will have no effect 
until the [Away] attribute is cleared.

The Sackee has three days to comply with the broken rule or to otherwise  
make reparations for the crime without penalty.  These reparations can 
include offerings of appeasement to the Sacker [[Points, votes, Objects, 
etc]] or to the game in general.

After three days have passed, if the cause for the sack was a broken Rule 
and the Sackee complied with the Rule, then there is no penalty.  If the 
cause for the sack was a crime and the Sacker is appeased by reparations, 
there is no penalty.  If the Sacker does not feel appeased, e can submit 
an Approveable Primary Motion called 'Give Me Justice' to the game in 
order to receive his Penalty defined in the Motion to Sack.  Upon 
passage of 'Give Me Justice' e must receive as soon as possible the Penalty 
from the Sackee minus a 20% fee to be transferred to the Bank.

The Sackee can petition his case in a public forum before voting occurs 
on the Motion Give Me Justice.
