Amend rule 204 by changing its title to "Identifying Agents" and amend the text to read:

"All Agents must have a unique name. The name of an Agent is eir real name if e is a person and did not supply any other unique name e would like to be known as.

An Agent may change eir name by sending a message to this effect to a public forum. Agents may change only eir own name. No name changes are possible during the voting period.

Agents should be identified by eir name, but may be identified by any other method as long as that method does not cause any ambiguity."

This should make it harder for players to avoid the effect of any rules by simply changing their name, like Joel Uckelman, who is now Joel, did. It should also solve any possible problems with non-ascii names (like Jörg), since transcriptions of those names (like Joerg) are usually unambiguous.

Note that I've not included the sentence that requires the Administrator to record the name change. That requirement is already in the Roster rule, and all Officers including the admin are required to recognize actions anyway. If there are any reasons for keeping it that I've missed, let me know.
