spoon-business: voting results, nweek 12

Only two Players voted (Benjamin and me), leaving us three short of the 
quorum of five. So, all proposals are held over for next week.

P375/1 held (2-0-0-9)
P390/0 held (2-0-0-9)
P391/0 held (1-1-0-9)
P392/2 held (2-0-0-9)

So whoever votes next time can be sure that their votes will do something, 
I'm declaring next nweek's voting to be a Quorum Vote.
