The following is a Proposal to nix some things no longer needed in the Rules:

1. Repeal R6/0. [["Passage ratio" has superseeded all of the technical uses of "majority".]]

2. Repeal R209/0. [[This Rule applies only to the frist nweek of play.]]

Also I, introduce the following Trivial Amendment:

Change "Agent" to "Agents" in R113/0.
