spoon-business: trivial amendments

I move for the following trivial amendments to the Rules, as per R303:

1. Change the word "proscribed" to "prescribed" in R106/0.
2. Change the word "es" to "eir" in R306/0.

There are probably more typos and things in the Rules needing correcting; 
these are ones I noticed just now.
