There are still three RFJs outstanding, all of which have gone past their 
due dates.

So, Ed is recused from RFJ 23.
Jeff Schroeder is recused from RFJ 24.
Remo is recused from RFJ 27.

Replacing them are:

23, Joel Uckelman: Inaccurate, late, or no publication of Ballot Issues 
does not affected the actual state of Ballot Issues.

24, Zagarna: A vote which names a revision of an item which has not become 
a Ballot Issue can not be counted.

27, 4T2-Supreme Ruler of Everything: The Judicial Order made by Potter in 
the Judgement on RFJ26 was invalid.
