spoon-business: judge recusals, reassignments

I believe, at the time of typing this sentence, that the judicial pages 
reflect the current gamestate. So, I'll put them out-of-date again by 
recusing the judges that are tardy in ruling, and assigning new ones:

Josh Kortbein is recused from RFJ 19.
God is recused from RFJ 23.
Ed is recused from RFJ 24.

And the following new assignments are made:

19, Jeff Schroeder: All Active Proposals at the beginning of the voting 
period became Ballot Issues at the beginning of the voting period.

23, Ed: Inaccurate, late, or no publication of Ballot Issues does not 
affected the actual state of Ballot Issues.

24, Jeff Schroeder: A vote which names a revision of an item which has not 
become a Ballot Issue can not be counted.

So, that should cover all of the judicial stuff to date.

Yet to come: scoring, rules updates...
